An information literate person is aware of the ways information is organised and distributed and is able to identify and access a variety of types and formats of potential sources of information. 

At this step, you need to identify possible sources of information to answer your question. Where can you look for the information you need?

Your sources will include people as well as written and electronic materials. These might be work colleagues, family, friends, neighbours, written materials like books and newspapers or electronic databases. You would try to decide at this stage which of the available resources is/are most likely to provide the answer to your question.
